Just download the mod you like (say Better cities) m a n u a l l y. Some mods (Like Oblivion Character Overhaul 2) had to be installed manually, or else NPCs would have serious issues (The orcs had green skins and it just looked nasty chief). Darnified UI's page recommends OMOD install and provides OMOD file.
